Domain Creation Template not sent to Users

Remote Smartermail server
If I create a new user / website, and leave the MAIL checkbox selected, it creates the website and mail but never emails the user a DOMAIN CREATION Email. It does send them an Account Creation and Sell Plan email, but never generates the Domain Creation email.
If I create a new user / webstie but uncheck the MAIL checkbox, it will send all 3 pieces of email to the user.
If I go to My Server / System Emails, it clearly shows that no Domain Creation email was ever generated in the first instance!
