Error: 70500200 : Error in editing account.

I got a new PC after formated I installed
- Windows 2003 Standard Edition
- Active Directory
- Mail Enabled
- Hosting controller
- Hotfixed 3.2 and 3.3

When I try to add a user this error comes
Error: 70500200 : Error in editing account.

I don't know what is wrong !!!
I have another server (workgrup) I installed HC by the same way and every things was fine.

If you have enabled and configured "Password must meet the complexity" option in your local security policy then you should give complex password for new user creation.
