Possible bug in Build 9 Linux

This could have been happing before build 9 but I don't think it has

If I install any click app or uninstall it and at the same time load a web page I get the page not displayed.
All other services will work but for some reason httpd service will not work at the same time a click install app is installing or removing.

PC processor is not maxed out nor is it a memory issue

Anyone else seeing this issue?

    Such issue I have faced in Debian 4.0 in previous linux version because it wasn't fully supported that time. Now I have converted this OS with FC6 where click apps working with me.

    Is php working with you and have you enabled mysql extension in php.ini, tell me your OS platform and php version I can provide you my php.ini file.

    I am using CentOS 5
    I'm not having any issues installing the click Apps
    The issue is when they are installing http stops serving pages to everyone else still it finishes installing the app

    The errors below is what I get when I remove a click add or add one
    I got the errors from the httpd error log files

    I checked on all back logs and these errors were going on before build 9 came out
    only thing that is odd is why I didn't see it before and if these errors above is what's causing the issue
