Install CMS - greyed out

I am trying to install dotnetnuke for a website but the option to 'install cms' is greyed out. I must be missing something here as this also applies to any other click & install app, i.e: the install option is greyed out. Thanks.

Log in as hcadmin
Go to: My Server :: Click & Install Applications
Verify that it says enabled

If it is enable then to go: Server Manager :: Global Settings
Verify that your Click and install apps are enabled/checked

My Server :: Click & Install Applications - says Enabled.

Server Manager :: Global Settings - required apps are checked/enabled.

HC Forums works ok, but not dotnetnuke.

Login as Web Admin/Client

Go to: Reports (Under Hosting Manager)
Verify that you have Allocated number for "Content Management System" and that there not all consumed

Logging as the admin/user:

Content Management System : Unlimited 0 -

Humm it should work
Try logging in as hcadmin

Go to: Hosting Plans :: My Plans

Check your Resalers Plan and make sure Content Management System has Quantity level set

Yes it says enabled.
