All servers show down status

I have noticed that I am getting an all servers down messages under server status on the home page on one of my servers. This apparently occurs right after a user tries to edit ACL's and has ASP.NET crash in HC 7. (Crash info below)

HC nicely has a FAQ for this which says to check firewall ports, registration and other nonsense, which should not have to be done on a working server where nothing has change. Don't bother, as it doesn't solve anything, instead open a command prompt and type iisreset.
Immediate problem solved. HC, you need to figure out why this crash is occurring and fix it!

    We are unable to replicate this issue in our local environment. Can you please let us know the exact step by step scenario to replicate this issue?

    Is ACL an external application?

    My 2-cents suggestion:

    1) Reinstall asp.net, and/or

    2) Reinstall HC7 after backing up using rebuildXpress.

    This should restore whatever ACL has damaged during it's edit.
