after apply cu21 cannot create mailbox

I just updated my exchange 2013 to cu21 and its now fail to create a mailbox in hc10. Can you please let us know if you support this or something i am missing.

    Ensure that Basic Authentication is enabled on Exchange PowerShell virtual directory in the IIS  Manager under  "Default Web Site". You can see detailed help from the following link :
