Mails are not being sent from Exchange

My Exchange server dosen't send mail. In the HC panel I have configured SMTP yet of no use. Can anybody help me here?

Hub transport servers use the SMTP protocol to send mail both internally and externally.  All SMTP mail is routed through a Send connector. See this link which include screen shots of creating smtp connector
