what is MDaemon Server Por?
when i use 1000 or 3000 it says can not creat mail domain

Its 3000, you can face problem only if MDaemon  is running in demo mode.

Mail server located on local machine where web server is running or on the remote machine ?

Secondly, Enable HC Mail logging from Host level path " HC Host---- My Server ----Debug setting " From drop down box chose the mail server name and enable HCMail Logging.
Now create mail domain in any case HC will capture a log file for its activity in location  C:\Program Files\Advanced Communications\HostingController\Logs. This file will help to identify more detail about issue, please let us know what it says.

i didn't find any related issue from mail server in log files.

Mdaemon running in demo or License mode ? and which version you are using ?
