Error : 70500250 : Unable to delete user. The user is not under the direct access of curre

what is this error?
when i try to delete some of users from hcadmin (administrator) account it says:
Error : 70500250 : Unable to delete user. The user is not under the direct access of currently logged-in user

HC works on three levels
1= Host
2= Reseller
3= Webadmin (End Level User )

If you are trying to delete webadmin user then HC will only allow to remove it from reseller level.
