Themes and Language

Is there any information on how to design new themes/templates and to use another language? I've found the language xml files but I cannot see how can I add the language option into the script

    Are you looking to customer HCnix or HC windows/linux control panel ?

    HCnix currently don't provide option to customize language or theme. This will be included in future releases.
