Network Service on the "Special" folder

When HC creates a user's folder, is it supposed to add the "Network Service" account to the permissions? Right now, it does not, or at least not on our installation. This affects many of the click and install apps. Let me use the SQL manager as an example. When I install that, the site gives an error. When I allow Network Service read access to that folder, it works fine.

Network service permission is not mandatory, HC set website anonymous user READ permission to access the click apps.
