Issue with images not showing up - HC9 new build

I just installed HV9 on a windows 2008 R2 x64 web edition server.   I Can open the login page but all images are broken (x'd out) if I view the path it is correct and can enter the bath  in a separate browser window and it will display the image, but it will not display on the login page or after login all images are not loading in the web application.   Any ideas?  I checked security on the "web" folder I even added user group "Everyone" with read access to the entire folder confirmed it propagated to image files and retried ... I get the same outcome all images not loading  when at the login page or console after login

Further investigation of the source on the main page I found the following for most image links:
 
<img src="Themes/Prototype/Red/Images//onlinetutorial.jpg" width="24" height="23">
 
is the double forward slash what is causing the issue?  and if so how do I fix it... without editing every single page of code.

Have you done the fresh HC9 installation ?
There shouldn't be any issue with image loading on the Login page, can you see Language drop down field on the first login page ?
Also make sure that " Server Slide Include " is enable in the Web Server setting from " Server Manager > Roles > Add Role Services.
If problem persists then you should contact HC support team by opening a trouble ticket they will connect to your box and fix the problem.
