Sign-up Themes

hello,  i am having a difficult time working with the sign up theme customization feature.  here is what i have managed to get working so far.  1 i found the table in the database for the customized themes and managed to get some css in there by doing it manually however, what i want to do is use the actual control panel itself.

when i  try to edit the /SignupManager/CustomizeHeaderFooter1.aspx?IsHeader=1&ThemeID=1
and change the header width to what i want it to be and hit "save settings"  the settings never get updated.

is this a bug or am i missing something.
