GlobalSign in HC will not Configure

Running HC8 Build 10
I can enable Certificate Authorities but when I click configure, put setings in and hit save settings. Getting the following message:
Error : 71100040 : Not enough rights to perform this operation.
 
Doing this under the hcadmin login
It's also enabled for Dedicated SSL under Global Settings
Why is this error coming up?

Such problem appears if a global sign store procedure is not apply correctly on HC database. We have sent you that SP in your email address. Please apply it on HC db and if then problem persists then contact HC support.

What type of account you are using with Global sign, are they affordable ?
