 I hope you are fine   
   
we are using HC version 9.21, user deletion syncing is not working, HOW I can fix this issue ?

Whenever you manually delete a mailbox in Exchange, the information is synchronized automatically after sometime when the syncing of mailboxes record takes place inside HC9 database.

but my question regarding deleting user in on-premise AD not exchange
BUT it is not reflected in cloud AD (HCDirSync Tool)
 
kindly provide me the possible reasons for such behavior ?

Your team might be using non-administrators user account in Local AD Setting (Utility interface) who do not have privileges to view the Active Directory deleted objects container.
