HC won't delete users

Issue with images not showing up - HC9 new build

I just installed HV9 on a windows 2008 R2 x64 web edition server. I Can open the login page but all images are broken (x'd out) if I view the path it is correct and can enter the bath in a separate browser window and it will display the image, but it will not display on the login page or after login..
