Parking Template Changes don't have any affect

If I login as the reseller, go to My Server / Customize Templates, and then edit the PARKING PAGE, those changes are not used when a new website is created. For example I completed changed the template to say UNDER CONSTRUCTION, yet I then go to Add Website and create a new website, the default.htm file still is the stock parking template.
