Namesever & Static IP's

I have a DNS Setting queastion.

1.Understanding that we need 2 nameservers to point a domain name to when registering, what should the nameservers be set to if we setup a domain eg.www.1.com on 1 static ip address?

    You can create name servers on any IP provided that the IPs have been registered in the NIC of the server in which you want to set up the DNS server and the server should be online so that the DNS resolves continuously. When you setup a website with a static IP, you can also access the website via the IP address.
