open_basedir issues

So I have a brand new install of HC 7 on my server.

However, I have run into some issues. Due to automated open_basedir restrictions placed on user accounts by HC (which are a very good security measure), all PHP apps that use C:\windows\temp (a vast majority) no longer will work unless I manually add C:\windows\temp as a php writable directory through open_basedir in the registry.

Does anyone know how to open up C:\windows\temp writable by php for ALL HC users?
