70701280 : Server is not alive.

I'm trying to create a new user, and after waiting an unbelievable amount of time, I get an error saying 70701280 : Server is not alive. I've never seen this before - what could be causing this?

    Please make sure HC remoting service is running on all machines added in the cluster.
