This error shows that Anonymous User (HCAdministrator ) is not set in HC panel website or password is not sync.
Go to Start > Run > Control Panel > Administrator Tool > Computer Management == > Reset HCAdministrator password and enter into IIS > Sites > Hosting Controller > Authentications > Anonymous Authentication > Edit and set new password.
