Hosting with separate Control Panels

Hello all,
I hope this topic is in the correct posting area.

I am looking for a shared or other type hosting (not really sure)other than reseller hosting if possible. Something that will allow me to create separate control panels for each domain or separate the domains so that they are not under the main domain when searched by Google SE.

- I'd prefer to have a Dedicatd IP and SSL support.
- Prefer Cpanel, but can use others.
- Under $30/month
- Very good uptime 99.999999%
- Private label DNS

Just looking for an honest host with good support.
