Make sure that you have configured Vsftp in HC panel from Server Manager -> Edit Server -> Webserver. The default path for vsftp conf file is: /etc/vsftpd/vsftpd.conf

As far as I know you can't do this from HC panel, as HC require FTP server configuration on same box where web server is running.

HC don't support centralize ftp server so there is no need to setup a dedicated box for vsftpd only.
As per our implementation ftp server should be installed on same box where web server role is defined.
Now if you have Apache1 box then it will entertain ftp request only for same box but not on other remove location machines i.e Windows web and apache2.

currently what i have done is installed apache on my FTP server and mounted my storage drive in unbuntu.
so are you saying this still wont work?

if this wont work then i  will have to move my FTP server to my windows box but i have been trying to keep it seperate becuase my windows box is already running IIS, Mail & Coldfusion.
