Can't login after installation. Unable to find Erro....

After HC9 installation, when i am trying to login HC Panel, 
Error : Unable to find ErrorCodes.xml file.
Installation was good, HC can access to database, hc services are running...
Why i can't login ? 

Please verify that control panel admin user (hcadmin) existed in computer management, and should be the member of "HCGroup"
