How does WebSite migration from Server to Server work? I tried it in a server which does not have a cluster and it just allows transfer of websites from one reseller to another. Does it allow server to server transfer in case of cluster only?

Yes websites can only be transffered to the same type of machines either windows or linux within the same cluster.
