We have no other report of such issue. Let me test it first with your config.

I¬ll upgrade to 1.7 tomorrow(Friday) and see if it still will not work and then I will let you have at it.
Thanks!

Got the same problem

I was unable to find mySQL 4.0.17 so I tested on 4.1.7 where HC is creating full backup. I tested on Windows 2000/2003 loaded with Hotfix 1.7.
Try to copy mysqldump.exe from /bin folder to HC /exes folder. That might fix your backup/restore problem. If this still doesn¬t work then you better upgrade to 4.1.7 version.
After applying hotfix 1.7 and upgrade to 4.1.7 you MUST follow these instructions:
1. Stop all IIS and HostingController Services
2. Copy libmysql.dll from (C:\mysql\lib\opt) and replace at these locations C
:\Program Files\Advanced Communications\Hosting Controller\exes
and
C:\Program Files\Advanced Communications\Hosting Controller\dll
and
C:\WINNT
and
C:\WINNT\System32
3. Copy mysqldump.exe from (C:\mysql\bin) and replace at this location C:\Program Files\Advanced Communications\Hosting Controller\exes
Start IIS and hostingcontroller services.

I upgraded to 1.7 and backups are still empty. I am not ready to upgrade mysql at this point.
Do you want access to my system to look at it?
