bug in FTP setup? user not added or given permissions to ftp HC 9.0.6

Hello,
I've setup two accounts and both times the user wasn't added or given permissions to access the ftp?  I had to log into the server and manually add the user with read/write to the IIS settings.
 
Also when creating a website using a dedicated IP address, it's adding host headers in the bindings.  I thought host headers were only for sharing an ip address.

Since everything else is working properly and it isn't throwing any errors on ftp creation, I'm guessing this must be a bug. Every time we create a new account we have to log onto the server add the user and given them permissions to the ftp site.
