Error HC not allow to respond out of scope

Has anyone received the error message below? We recieve it from time to time when downloading the Hosting Controller login page. HC support is not able to duplicate the error so if you are receving the error or have a fix please post a message here, thank you.

HostingController components are not allowed to response outside to their scope.

/admin/common/inc_conn_open.asp, line 16

It seems to be that for some reason your Hosting Controller Service was not properly registered. Please follow this command to register HC Service:

\Program Files\Advanced Communications\Hosting Controller\exes>HostingController.exe -Service and reboot your server.
